Most of the Baka-Tsuki translations are done by novice translators and/or Japanese -> Chinese -> English. I wouldn't be too sure that they've always gotten tenses and persona correct, especially in a complicated story like Volume 4.
My guess is that Kyon is narrating Volume 4 very, very shortly after it happens.
